उत्तर प्रदेश में आस्था और श्रद्धा की प्रतीक कांवड़ यात्रा (Kanwar Yatra 2026) को पूरी तरह सुरक्षित, शांतिपूर्ण और निर्बाध रूप से संपन्न कराने के लिए उत्तर प्रदेश पुलिस प्रशासन पूरी तरह एक्शन मोड में आ गया है। पश्चिमी यूपी के सबसे संवेदनशील पड़ावों में से एक, मुजफ्फरनगर (Muzaffarnagar) में पुलिस ने कांवड़ यात्रा की आड़ में हुड़दंग मचाने, रील बनाने और माहौल बिगाड़ने वाले तथाकथित 'वायरल गैंग' (Viral Gangs) के खिलाफ एक बड़ा अभियान शुरू किया है। सस्ती लोकप्रियता पाने के लिए सोशल मीडिया पर लोक व्यवस्था को चुनौती देने और अफवाह फैलाने वाले अकाउंट्स को पुलिस गंभीरता से ट्रैक कर रही है।
महाराष्ट्र के नासिक जिले के प्रसिद्ध पर्यटक स्थल इगतपुरी से कानून व्यवस्था को पूरी तरह तार-तार करने वाली एक बेहद खौफनाक और डराने वाली वारदात सामने आई है. वीकेंड पर इगतपुरी के प्रसिद्ध भवाली डैम में अपने परिवार के साथ घूमने गए पर्यटकों पर कुछ मनचलों ने न सिर्फ जानलेवा हमला किया, बल्कि उनसे सरेआम लूटपाट की वारदात को भी अंजाम दिया. पीड़ित परिवार का आरोप है कि बदमाशों ने महिलाओं के साथ छेड़छाड़ की और जब इसका विरोध किया गया, तो आरोपियों ने करीब 15 किलोमीटर तक उनकी कार का पीछा किया और लोहे की रॉड व बेसबॉल स्टिक से हमला कर गाड़ी के शीशे तोड़ दिए. दिनदहाड़े हुई इस घटना के बाद से परिवार सदमे में है.
पहलगाम आतंकी हमले के मामले में एनआईए ने बड़ी कार्रवाई करते हुए आतंकी हाफिज सईद के खिलाफ गैर जमानती वारंट जारी करवा लिया है. एनआईए ने जम्मू की विशेष एनआईए कोर्ट में सप्लीमेंट्री चार्जशीट भी दाखिल की है, जिसमें हाफिज सईद को पहलगाम हमले का मास्टरमाइंड बताया गया है. एनआईए ने कोर्ट में बताया कि हाफिज सईद पाकिस्तान में बैठा है और उसे भारत लाने की सभी कानूनी संभावनाएं लगभग खत्म हो चुकी हैं. ऐसे में अब नए कानून के तहत उसकी गैरमौजूदगी में ही ट्रायल शुरू किया जाएगा. इसी के साथ हाफिज को भगोड़ा घोषित करने की प्रक्रिया भी शुरू कर दी गई है.
भारतीय न्याय संहिता में एक नई धारा है, जिसके तहत अगर आरोपी देश में नहीं है और विदेश में है, तब भी उसके खिलाफ ट्रायल चलाकर सजा सुनाई जा सकती है. इसी धारा के तहत 6 जुलाई को एनआईए ने चार्जशीट दायर की. चार्जशीट में हाफिज सईद को पहलगाम हमले का मुख्य साजिशकर्ता बताया गया. एनआईए ने कोर्ट में एप्लीकेशन लगाकर कहा कि चूंकि हाफिज पाकिस्तान में है, इसलिए उसकी गैरहाजिरी में NBW जारी किया जाए. इसके बाद एनआईए डिप्लोमैटिक चैनलों के जरिए पाकिस्तान से उसकी डिटेल्स साझा करेगी और उसे भारत लाने की कोशिश करेगी. कानूनी विशेषज्ञों के मुताबिक अब ट्रायल इन एब्सेंशिया यानी गैरमौजूदगी में मुकदमा शुरू होगा.
अगर जांच एजेंसी के पास पुख्ता सबूत और एविडेंस हैं, तो कोर्ट उसी आधार पर आरोपी को दोषी करार देकर सजा सुना सकता है, भले ही आरोपी कोर्ट में मौजूद न हो.इस पूरी प्रक्रिया को पहलगाम हमले में न्याय की दिशा में एक बड़ी जीत माना जा रहा है, क्योंकि पाकिस्तान हाफिज सईद को भारत को सौंपेगा, इसकी उम्मीद बेहद कम है. अब नए कानून की मदद से बिना प्रत्यर्पण के भी उसे कानूनी शिकंजे में लाने का रास्ता साफ हो गया है.
